Why has no world power risen from the southern hemisphere?

mesopotamia and egypt aside, the most powerful and developed civilizations in history have been either european or oriental. how did they develop such a refined culture? how could europe have produced michelangelo while the 'undiscovered' parts of america, africa, australia, etc were still running around in loincloths? even to this day, there is no real power below the equator. why?
