Got an error screen on my laptop: "INACCESSIBLE_BOOT_DEVICE"?

The error screen tells me to Run CHKDSK /F, but I can't seem to get into my laptop to run this command. I've tried everything I could think of even booting to safe mode but that doesn't work either. HELP! I'm stuck...any sugggestions
